Our client is seeking a senior Technology Finance and Commercial leader to provide financial stewardship, cost transparency and commercial insight across a large and complex Technology portfolio.
This role sits at the centre of Technology, Finance and Governance, partnering closely with Technology leadership, Finance, the Enterprise PMO and executive forums to ensure technology spend is affordable, well-governed and aligned to organisational and regulatory expectations.

About the role
As the Technology Finance & Commercial Lead, you will be responsible for end-to-end financial management of Technology OPEX and CAPEX, the development of robust ICT cost models, and strengthening financial governance across the Technology function.
Key responsibilities include:
- Leading Technology OPEX and CAPEX budgeting, forecasting and in-year reforecasting
- Developing and maintaining an enterprise ICT cost model to provide transparency of service cost and total cost of ownership
- Designing and embedding service-based costing aligned to the Technology service catalogue
- Defining and maintaining cost allocation methodologies and cost drivers (e.g. users, devices, transactions, storage, compute)
- Providing clear visibility of run vs change expenditure and lifecycle cost impacts
- Partnering with the Enterprise PMO on investment financial modelling and business cases
- Validating TCO, benefits assumptions and affordability within investment proposals
- Supporting stage-gate approvals within the corporate Investment Delivery Framework
- Delivering executive and GM-level financial dashboards, reporting and insights
- Providing variance analysis and forward-looking financial risk insights
- Aligning SLAs and OLAs with cost-to-serve models and monitoring service cost performance
- Providing commercial insight to support vendor negotiations and contract renewals
- Tracking and optimising licensing, subscription, managed services and cloud expenditure
- Supporting regulatory reporting, audit requirements and financial assurance
- Strengthening financial governance, controls and financial literacy across Technology leadership
You are an accomplished finance professional with a strong track record operating in large, complex and preferably regulated environments, and you bring deep exposure to technology or infrastructure portfolios.
You are commercially astute, analytically strong and comfortable influencing senior stakeholders through insight rather than authority.
Essential skills and experience
- Highly developed financial modelling, forecasting and analytical capability, including OPEX and CAPEX management
- Strong commercial acumen, with demonstrated ability to assess TCO, lifecycle impacts and affordability of ICT investments
- Proven experience designing and implementing ICT cost models, service-based costing or cost allocation frameworks
- Sound knowledge of financial governance, capitalisation standards and regulatory accountability
- Significant experience managing complex operating and capital budgets
- Experience providing financial advice to senior leaders and governance forums
- Strong experience with financial controls, forecasting processes and variance reporting
- Experience supporting investment evaluation, business case development and stage-gate governance
- Experience overseeing vendor and contract financial performance
- Exceptional stakeholder engagement, influencing and communication skills, including Board- and executive-ready reporting
Desirable
- Tertiary qualification in Accounting, Finance, Commerce, Economics or related discipline
- Knowledge of cloud financial management (FinOps) principles
- Experience in a utility, public sector or regulated infrastructure environment
